Scientific and Cultural Organisation. This is the body that determines what sites are of outstanding universal value. Unesco\u2019s World Heritage Committee thoroughly considers the matter based on expert advice and a number of strict criteria. The sites that make it through the needle\u2019s eye, are inscribed on the World Heritage List.<br \/>\nThe World Heritage List was established by Unesco in 1972. Its objective is to protect the world\u2019s cultural and natural heritage. Successful sites must fulfil at least one of ten criteria, six of which relate to cultural values, four of which relate to natural values. The World Heritage List shows which sites and monuments have been designated on the basis of natural or cultural heritage criteria. Its formal title is \u2018Convention Concerning the Protection of the World Cultural and Natural Heritage\u2019. It was adopted in 1972 because increasing numbers of heritage sites had suffered the impact of wars, natural disasters, pollution, tourism \u2013 or simply decay.<\/p>\n<p>The Convention encourages all countries to protect their local and national heritage sites. The main aim is to identify outstanding cultural and natural heritage properties of significance to humankind. The need for a collaborative initiative, involving both human and financial resources, became apparent through the international rescue of cultural monuments in Egypt and Nubia in the face of plans to build the Aswan Dam in the 1960s. This would have flooded and destroyed the ancient Abu Simbel temples. The process that leads to inscription on the World Heritage List is long and arduous. In Norway, the Ministry of Climate and Environment is responsible for all world heritage efforts, but the nomination of new sites needs a local footing. Further information about the application process is available from the Ministry of Climate and Environment\u2019s Department for Cultural Environment.<\/p>\n<p>If new nominations are found to meet the technical requirements, they are forwarded for expert assessment to the International Union for Conservation of Nature (IUCN) and the International Council on Monuments and Sites (ICOMOS). These advisory bodies submit their expert recommendation to the World Heritage Committee, which makes the final decision. The following sites have subsequently been added:<\/p>\n<ul>\n<li>R\u00f8ros mining town (1980)<\/li>\n<li>The rock art of Alta (1985)<\/li>\n<li>The Vega Archipelago (2004)<\/li>\n<li>Struve Geodetic Arc (2005)<\/li>\n<li>West Norwegian Fjords (2005)<\/li>\n<li>Rjukan-Notodden industrial heritage site (2015)<\/li>\n<\/ul>\n<p>Apart from the West Norwegian Fjords, all of these are cultural heritage sites. The West Norwegian Fjords were inscribed on 14 July 2005 at the 29th committee meeting in Durban, South Africa. The inscriptions encompass the world\u2019s most scenic areas, like the Great Barrier Reef, Yellowstone National Park and the Victoria Falls, and unique structures like the pyramids of Egypt and the Great Wall of China, but also memorials that commemorate horrific historic events, like the concentration and extermination camp at Auschwitz-Birkenau.<\/p>\n<p>Unesco strives to ensure that the World Heritage List is as representative as possible. Most nations have natural or cultural heritage sites of outstanding universal value. Sadly, world heritage efforts have become politicised. Successful inscription carries significant prestige, which is why expert recommendations are not always accepted when new nominations are made. The process involved extensive work by many people, including locally. Working groups local to both fjords contributed to the nomination process. These were made up of representatives from administrative and political bodies as well as landowners, business groupings and voluntary organisations. The working groups collected important information for inclusion in the application, and they were responsible for keeping local communities and other interested parties informed.<\/p>\n<p>The Norwegian Environment Agency was commissioned by the Norwegian Ministry of the Environment to lead the work of compiling the application for the West Norwegian Fjords. The application was submitted to Unesco in January 2004. Desse fjordane ligg i den s\u00f8rvestlege delen av Noreg og er blant dei lengste og djupaste fjordane i verda. Breidda varierer fr\u00e5 berre 250 m p\u00e5 det smalaste til 2,5 km p\u00e5 det breiaste. Ordet \u00abfjord\u00bb kjem fr\u00e5 norsk, og er nemninga p\u00e5 ei lang, djup havbukt mellom h\u00f8ge klippar, danna av isbrear som har forma og fordjupa ein tidlegare dal. Dei to vestnorske fjordane blir rekna som klassiske og utfyllande eksempel p\u00e5 dette fenomenet \u2013 ein typelokalitet for fjordar som framleis gjennomg\u00e5r aktive geologiske prosessar.<\/p>\n<p>Mange fossar og frittflytande elvar, lauvskog og barskog, brevatn, isbrear, grovskorne fjell og ei rekkje andre s\u00e6rdrag i naturen gjer at Geirangerfjorden og N\u00e6r\u00f8yfjorden st\u00e5r fram som eit av dei mest naturskj\u00f8nne landskapa i verda. Dei to fjordane best\u00e5r av to omr\u00e5de som til saman dekkjer eit areal p\u00e5 1227 km\u00b2. Av dette er 107 km\u00b2 sj\u00f8. Ein avstand p\u00e5 120 km skil dei to fjordane. Dei er ein del av det vestnorske fjordlandskapet som strekkjer seg 500 km fr\u00e5 Stavanger i s\u00f8r til \u00c5ndalsnes i nordaust. Det finst fleire bygder og dalar med busetnad langs fjordane i dette omr\u00e5det. I tillegg er landskapet rikt p\u00e5 (men ikkje dominert av) spor etter menneskeleg busetnad fr\u00e5 tidlegare tider, og det utfyller og aukar den samla verdien av omr\u00e5det.<\/p>\n<p><strong>Kriterium (vii):<\/strong> Omr\u00e5da kring Geirangerfjorden og N\u00e6r\u00f8yfjorden blir rekna som eit av dei mest naturskj\u00f8nne fjordomr\u00e5da p\u00e5 kloden. Det som gjer dei s\u00e5 einest\u00e5ande vakre, er dei tronge dalgangane med bratte, krystallinske bergsider som strekkjer seg fr\u00e5 500 m under vassflata til 1400 meters h\u00f8gde over Norskehavet. Talrike fossar kastar seg utfor dei stupbratte fjellveggene, medan tallause elvar flyt fritt fr\u00e5 takkete fjell, brear og bresj\u00f8ar, gjennom lauvskog og barskog, ned mot fjorden. I tillegg er her eit stort mangfald av naturfenomen b\u00e5de p\u00e5 land og i fjorden, som undersj\u00f8iske morenar og sj\u00f8pattedyr. Ruinar av eldre og no for det meste fr\u00e5flytta gardsbruk og st\u00f8lar tilf\u00f8rer ein kulturell og menneskeleg dimensjon til det dramatiske naturlandskapet.<\/p>\n<p><strong>Kriterium (viii):<\/strong> Vestnorsk fjordlandskap er klassiske, velutvikla fjordar som blir rekna som typelokaliteten for fjordlandskap i verda. Dei kan jamstillast med andre fjordar som st\u00e5r p\u00e5 Verdsarvlista n\u00e5r det gjeld storleik og kvalitet, men utmerkjer seg med sine klimatiske og geologiske tilh\u00f8ve. Omr\u00e5det inneheld alle typar av landformer knytte til dei indre delane av to av dei lengste og djupaste fjordane p\u00e5 kloden, og dei viser tydeleg korleis breane aktivt utvikla seg i istida under pleistocen-epoken. I dei bratte fjellsidene, med overflater som er blankskurte av is og b\u00f8lgjer, ser vi tydelege, samanhengande snitt gjennom grunnfjellet. Dei isostatiske gjenopprettingsprosessane i jordskorpa etter istida kan lesast ut av dei omdanna bergartane i fjordlandskapet. Omr\u00e5det er s\u00e5leis eit n\u00f8kkelomr\u00e5de for vitskaplege studiar av ustabile fjellparti og dei farane dei representerer.<\/p>\n<p><strong>Heilskapen <\/strong><\/p>\n<p>Dei to fjordomr\u00e5da inneheld alle kjenneteikna som karakteriserer eit fjordlandskap og korleis det har utvikla seg geologisk. Her finn vi fjordbasseng som g\u00e5r djupt under havniv\u00e5et, tydelege fjordtersklar, h\u00f8ge og bratte klipper, rass\u00e5r og skredurder, morenar, moreneavleiringar, hengjedalar, agnordalar (forma av elveinnfanging), isbrear, elvar, fossar og kringliggjande fjell- og nedb\u00f8rsomr\u00e5de. Kvar fjord har si morfologiske og geologiske historie, og dei har ulik geo-morfologisk eigenart. Sett som eitt omr\u00e5de finn vi i N\u00e6r\u00f8yfjorden og Geirangerfjorden dei fleste kjenneteikna p\u00e5 eit fjordlandskap og den geologiske utviklinga. Grensene for dei to n\u00e6rskylde omr\u00e5da er i tr\u00e5d med dette trekte slik at dei omfattar og tek vare p\u00e5 den geologiske eigenarten og landskapskvalitetane. Lovgiving, bemanning, finansiering og institusjonar p\u00e5 staden er gode og sikrar samanheng og heilskap.<\/p>\n<p>Av dei 200 fjordane langs vestkysten av Noreg er N\u00e6r\u00f8yfjorden og Geirangerfjorden minst p\u00e5verka av menneskeleg aktivitet som til d\u00f8mes vasskraftverk og infrastruktur. Det blir vunne ut peridotitt utanfor Geirangerfjord-omr\u00e5det, og det finst planar for eit nytt steinbrot i n\u00e6rleiken. Inngrepa skjer p\u00e5 avgrensa omr\u00e5de, og dei skal setjast i stand att etter at utvinninga tek slutt. Det finst ei anortosittgruve i N\u00e6r\u00f8yfjord-omr\u00e5det, og denne bergverksdrifta kan bli utvida i framtida. Sj\u00f8lv om anlegget ikkje har direkte tilknyting til sj\u00f8lve fjorden, er det synleg fr\u00e5 vegen i N\u00e6r\u00f8ydalen.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Krav til verne- og forvaltningsarbeidet<\/strong><\/p>\n<p>St\u00f8rstedelen av omr\u00e5det er verna under IUCN-kategorien V: \u00abProtected Landscape\u00bb landskapsvernomr\u00e5de, og fleire mindre omr\u00e5de h\u00f8yrer inn under kategori I: \u00abStrict Nature Reserve\u00bb \u2013 naturreservat. Lovreglane som er nedfelte i den norske naturmangfaldslova, gir langtidsvern for heile spekteret av naturverdiar. 85 prosent av omr\u00e5det er privat eigedom, og omr\u00e5da med busetnad er strengt regulerte etter plan- og bygningslova med tilh\u00f8yrande planverk p\u00e5 fylkes- og kommuneniv\u00e5.<\/p>\n<p>Eit effektivt forvaltingssystem omfattar r\u00e5dgivande komitear og eit forvaltingsr\u00e5d som m\u00f8test med jamne mellomrom for \u00e5 leggje til rette for n\u00f8dvendig styringssamarbeid og koordinering. Ei intensjonserkl\u00e6ring som alle relevante nasjonale etatar, kommunestyre, fylkesting og fylkesmenn har signert, skisserer samarbeidstiltaka og \u00abgaranterer at verdiane i omr\u00e5det vil best\u00e5\u00bb.<\/p>\n<p>Ein omfattande forvaltingsplan tek for seg forvaltingsm\u00e5l og inneheld retningslinjer for korleis vi kan ta vare p\u00e5 den einest\u00e5ande universelle verdien i eit langsiktig perspektiv. Overvakingssystema som finst i omr\u00e5det, m\u00e5 utviklast vidare.<\/p>\n<p>Presset fr\u00e5 turismen er stort i begge fjordomr\u00e5da, men konsekvensane er avgrensa, sidan dei fleste turistane kjem til omr\u00e5det med cruiseskip gjennom ein kort sesong. Forvaltingsplanar for reiselivet er ein viktig reiskap for \u00e5 ta vare p\u00e5 den einest\u00e5ande universelle verdien til dette omr\u00e5det for framtida.<\/p>\n<p>Gruvedrift og underjordisk mineralutvinning kan vekkje uro, og det blir ikkje gitt l\u00f8yve til \u00e5 utvide desse n\u00e6ringsaktivitetane utan at det ligg f\u00f8re ei konsekvensutgreiing for milj\u00f8et. Dette sikrar at moglege f\u00f8lgjer, medrekna utf\u00f8rselen av utvunne materiale og behovet for ein infrastruktur i samband med det, ikkje p\u00e5verkar den einest\u00e5ande universelle verdien til omr\u00e5det.<\/p>\n<p>Geofarar \u2013\u00a0<em>farar for befolkninga p\u00e5 grunn av dei geologiske eigenskapane og prosessane i eit omr\u00e5de<\/em> \u2013 kan truge busetnad og infrastruktur. Dersom det skal gjennomf\u00f8rast fleire tiltak for \u00e5 verne om menneskeliv, m\u00e5 det det gjennomf\u00f8rast detaljerte konsekvensutgreiingar for \u00e5 sikre at l\u00f8ysingar og tiltak er i samsvar med den universelle verdien til omr\u00e5det.
